Note: This holiday season, in lieu of a traditional holiday gift guide, we'll be featuring a different LGBT organization each day for our "30 Days Of LGBT Giving." Check back tomorrow for a look at another incredible group that's working tirelessly on behalf of the LGBT community.
North of Salt Lake City, in Ogden, Utah, sits OUTreach Resource Center, a community organization for lesbian, gay, bisexual, transgender and queer youth, and their allies.
The center, which operates on Wednesdays and Thursdays from the afternoon to early evenings, can be found in the lower level of the Unitarian Universalist Church In Ogden, where youth ages 14-23 go for OUTreach's affirming, safe-space environment. The community resource center is only the "second center in the state of Utah to provide not only safe space and support, but also quality programming and services designed to help youth survive and thrive."
On Wednesdays, the center hosts about 50 or so youth and volunteers, participating in a variety of classes, activities and guest speakers and have a homemade dinner together as well. On Thursdays (the more quiet days), people go to the center for some one-on-one attention whether it be for tutoring, job search help or just someone to talk to.

MADRID (AP) ? Rafael Nadal will miss the Australian Open because of a stomach virus, further delaying his comeback after being sidelined since June.
The Australian Open, the year's first Grand Slam tournament, begins Jan. 14. The virus kept Nadal from making his return at Abu Dhabi this week.
The Spaniard said Friday his withdrawals had nothing to do with the tendinitis in his left knee, which forced him to take a break last summer following his second-round loss at Wimbledon to then 100th-ranked Lukas Rosol. Nadal also missed the London Olympics.
"My knee is much better and the rehabilitation process has gone well as predicted by the doctors," Nadal said in a statement. "But this virus didn't allow me to practice this past week, and therefore I am sorry to announce that I will not play in Doha and the Australian Open."
The former No. 1 player hopes to return at Acapulco, Mexico, starting Feb. 27. However, he did not rule out playing an earlier tournament if his recovery went well enough.
"I always said that my return to competition will be when I am in the right conditions to play," he said. "And after all this time away from the courts, I'd rather not accelerate the comeback and prefer to do things well."
Nadal, ranked No. 4, won the Australian Open in 2009. Last year, he lost to top-ranked Novak Djokovic in a title match that lasted 5 hours, 53 minutes, the longest recorded Grand Slam final.
Nadal's doctor, Angel Ruiz-Cotorro, said in the statement that Nadal needed at least a week to recover from the virus, ruling him out for the Qatar Open set to start on Jan. 2.
And Nadal's coach and uncle, Toni Nadal, explained that Nadal had opted against making his return at Melbourne since he wouldn't be physically fit to take on its five-set format.
"We consider not appropriate to play the Australian Open since we will not have enough preparation for a greater competition which is a Grand Slam tournament," said Toni Nadal in the statement. "It is simply not conceivable that his first event is a best of five sets event, he wouldn't be ready for that."
Nadal's knee injury prevented the 11-time Grand Slam winner from defending his Olympic singles gold at last summer's London Games, where he was supposed to be Spain's flag bearer in the opening ceremony.
He also had to pull out of the U.S. Open and Spain's Davis Cup final against the Czech Republic, and his teammates lost without him.

A new ?strike hard? campaign, launched last week, is aimed at ?bringing order to traffic and security? at the city?s intersections, according to the Beijing municipal police website.
Good luck to them.
The police appear to have been goaded into action not so much by the anarchy that has long reigned on most Beijing streets, but by an online comment that went viral a few weeks ago.
A blogger remarked ? entirely accurately ? that crossing the road with Chinese characteristics has nothing to do with whether the lights are red or green. The determining factor is how many people are waiting on the curb. Once a crowd has reached critical mass, it moves.
As more and more Beijingers buy cars, and drive them without necessarily bothering to get a license, life for the city?s crowds of pedestrians and its diminishing band of cyclists has grown increasingly hazardous.
Pedestrian fatalities in China are 18 times higher, per 100,000 motorized vehicles, than in the United States, according to Ni Ying, who did her doctoral thesis on the dangers of Chinese crossroads.
?High rates of pedestrian noncompliance and low rates of driver-yielding behavior? accounted for the Chinese statistics, she concluded.
Jaywalking is a national habit that the capital?s police would like to break, but they are not training their sights on pedestrians alone. The goal, says the official website warning, is also to enforce drivers? lane discipline and to stop cyclists crashing red lights, carrying passengers on the back seat, and riding the wrong way up cycle lanes.
This is nothing less than an assault on a fundamental right that all Chinese citizens hold dear: to do precisely as they please on the public highway.
I walk, ride my bike, and drive my car all the time in Beijing, and frankly it is a miracle that I am still alive. Not least because after living here for six years, I have gone native when it comes to traffic etiquette.
I still recall the sense of pride with which I rode my bicycle the wrong way up a street for the first time, taking a call on my mobile phone. I felt like a true Beijinger. And the quaint idea that I should stop at a red light rather than weave a path through the cars getting in my way is one that I abandoned a long time ago.
I am better behaved behind the wheel of my 1980s Jeep Cherokee (an ideal, bullock-like vehicle in which to navigate the city?s traffic). But even then the frustration of watching other drivers jam up an intersection by ignoring the simplest rules of the road, not to mention elementary courtesy, can tempt me to barge into the melee myself.
In my family, we have coined a verb for the sort of inconsiderate and patently illegal behavior to which my wife and I occasionally sink, such as sailing past a highway traffic jam in the emergency vehicle lane: We call that ?to Beijing it.?
If the city police have their way, that kind of description will soon be history. But I wouldn?t hold my breath.
The Beijing police department is running a little quiz on its ?weibo,? a Twitter-like platform, asking people why they think Beijingers are so careless on the road. The two most popular answers so far are ?a weak sense of the law? and ?low levels of public morality and civic responsibility.?
It will take more than a few traffic fines to deal with those problems, I?m afraid. And I say that as one who, to his shame, knows whereof he speaks.

LONG suffering rail users face another price hike to begin the New Year with fares rising from next Wednesday by an average of 4.2%.
The cost of an annual season ticket from Reading to Paddington rises from 3,800 to 3,960 from Wednesday, January 2. It comes in the wake of a 6.2% increase last year and means commuters who include tube travel in their package will be paying 4,704 for their annual season ticket.
The 4.2% increase compares with the national inflation rate of 2.7%. It is the 10th consecutive, above-inflation annual increase and by 2015 it is forecast British rail fares will have risen 24% since 2011 - making them the most expensive in Europe.
Rail bosses defend the increase on the grounds that it helps to fund improvements to the network, including the revamp of Reading Station and its approaches.
Tim Shoveller, managing director of the Network Rail Alliance, said: "Railway funding can only come from the taxpayer or from the passenger. The Government's policy remains that a bigger share must come from people who use the train.
"We know that nobody likes paying more for their travel, especially to get to work. That's why we are working hard with the rest of the rail industry to make the system more cost-efficient and help take the pressure off future fare rises."

I see the communications role as being a really important to get the word out about what Shambhala has to offer. ?But to enable that we also have to attend to communications at an administrative level and actually work to make our community more visible to itself ? to celebrate our community.
The skills and the perspective I bring to this job have to do with my work with communities of practice during the past 15 years. ?I?ve helped organizations and community leaders develop and support communities ? both face-to-face and online, often in an international context. To take this job?at the Portland Shambhala Center,?I?ve had to curtail another volunteer position that I?ve held for the last 10 years. ?I?ve been the community steward for?CPsquare?(partly as a volunteer and partly paid for my work). ?CPsquare is ?an international community of people who are involved in communities of practice as leaders, researchers, or consultants. ?But for the next phase, I am making an effort to focus and commit to supporting the Portland Shambhala Meditation Center.I?ve been involved in Shambhala since 1975, mostly in my time in Boulder, Colorado. ?In the 1980?s I was chair of the Dekyong Council?which involved getting community leaders together to talk about the community and how it was faring in a particularly difficult time. ?Here in Portland?I was the ?Warrior of the Center? with my wife Nancy for 3 years, which led to being on the Governing Council for all this time. ?I?ve been a meditation instructor and an authorized teacher as well.

Hyde Park on Hudson opens this week locally; screenwriter to speak at Upstate Films in Rhinebeck on December 29
Probably no movie with local roots in the mid-Hudson has been so avidly anticipated here as Hyde Park on Hudson, which finally opens this Friday, December 21 at Upstate Films in Rhinebeck. Soon the whole world will know about Margaret ?Daisy? Suckley, long celebrated hereabouts as the dowager queen of Wilderstein in Rhinebeck: Franklin Delano Roosevelt?s distant cousin, longtime close confidante, probable lover and the person who gave him the iconic First Family dog Fala.
We can?t wait to see how the movie depicts the delicate interactions among Suckley, Eleanor Roosevelt, FDR?s secretary (and also probable lover) Missy LeHand and the president himself. But perhaps even closer to our regional hearts is that 1939 hot dog cookout in Hyde Park with the King and Queen of England that has reached nearly mythical status.
It?s a bit of a disappointment to know that the movie was not shot in the Hudson Valley. For some reason director Roger Michell thought it a better idea to construct a replica of Top Cottage ? the wheelchair-accessible retreat designed by FDR himself that was the site of the famous prewar picnic with the royals ? over in England. But at least Hyde Park on Hudson took advantage of one of the region?s cultural treasures: Playwright Richard Nelson, who lives in Rhinebeck and actually met Daisy Suckley, was tapped to write the screenplay. He?ll be on hand at Upstate Films on Saturday, December 29 for a question-and-answer session following the matinee screening of the film.
Nelson, who based much of his script on Daisy?s diaries, was an interesting choice for the job. Nelson?s work is well-known in the UK, where he has lived at times ? a perspective that must have afforded him some useful insights into the first visit by a British royal family to the US. In drama circles he is a highly respected academic, dramaturge and champion of an approach to theatrical production that assigns primacy to the intent of the playwright. He has taught at the Yale School of Drama, worked at the Guthrie Theater in Minneapolis and London?s West End and Royal National Theatres and won many awards including a Tony, a couple of OBIES, a Drama Desk Award, an Olivier Award and the PEN/Laura Pels International Foundation for Theater Award as a Grand Master of American Theater.
As of presstime for this issue of Almanac Weekly, the timing of the screening and live appearance by Richard Nelson at Upstate Films on Saturday, December 29 had yet to be announced. Jobs collaborated on designing the 78.2-meter (256-foot) all-aluminum "Venus," which has a minimalist aesthetic, with French product designer Philippe Starck. Dutch newspaper Het Financieele Dagblad reported Friday that Starck hired a debt collection agency and got a summary legal order to keep the boat from leaving.
Port of Amsterdam spokesman Jeroen Ranzijn confirmed the boat has been in the harbor since Dec. 8, and won't leave until the civil dispute is resolved ? possibly later Friday.

WASHINGTON (AP) - New details in a Pentagon report show that military academy students report just a fraction of the sexual assaults they say occurred in the past school year, signaling a continued reluctance by victims to seek criminal investigations.
As reported earlier this week, the report shows that reported sexual assaults at the nation's three military academies jumped by 23 percent overall this year. But officials say that at least some of the increase is the result of ongoing efforts to encourage military members and students to report unwelcome sexual contact.
Defense Secretary Leon Panetta said in a memo released Friday that he's concerned there hasn't been greater progress in preventing sexual assault and harassment at the academies. He has asked officials to beef up prevention programs.
According to an anonymous survey of academy students, more than 50 percent of women and 10 percent of men said they experienced sexual harassment during the last school year. At the same time, a bit more than 12 percent of women and 2 percent of men enrolled in the three military academies said they experienced "unwanted sexual contact."
Those percentages are largely the same as previous years, but they indicate that far more students experience either sexual harassment or assault than the 80 who reported it in the past year. There were 65 reported sexual assaults in the 2010-2011 academic year, and 41 the previous year.
Of the 80 reported assaults, 42 victims provided information to law enforcement or their commands for an investigation, while 38 accessed medical care and other services but declined to seek an investigation.
According to Maj. Gen. Gary Patton, director of the sexual assault prevention and response office, sexual assault "continues to be a persistent problem" at the academies. But he noted that based on the survey, as much as 84 percent of the crimes go unreported.
That number is a concern, he said, and noted that sexual assaults are a problem in society more broadly. Still, he said, the military must be held to a higher standard.
Of the cases investigated this year, just eight people have been sent to court martial. Five cases have been completed and four were convicted of at least one charge. Three cases are continuing. In some cases the person being investigated was not a member of the military and thus did not fall under the jurisdiction of the department.
The documents also show that cadets and midshipmen are three times as likely to be victims of assault as active-duty troops.
Navy officials expressed concerns that the data suggests there is the perception among some Naval Academy students that a culture persists that discourages the reporting of these crimes.
"I am disappointed that we have apparently not instilled in each and every midshipman the sense that being loyal to one another means first being loyal to the service and to the uniform," said Navy Secretary Ray Mabus.
Mabus said he has asked Navy leaders to take steps to "deglamorize the use of alcohol" and foster a command climate that is more conducive to the reporting of sex crimes.
Protect Our Defenders, an advocacy group for military personnel who have been sexually assaulted, said the report shows a continuing need for changes in the command structure and the culture of the military.
"Victims are afraid to come forward because of the retaliation they face, including victim-blaming, isolation and bad performance reviews, to being kicked out with errant medical discharge like personality disorders," said the group's president, Nancy Parrish. Some employees think that teasing each other?even about sensitive topics like race?is perfectly fine. But sometimes joking escalates to the point where what was once tolerated or even welcomed crosses the line, creating a hostile work environment.
How you handle those situations can mean the difference between winning or losing a reverse-discrimination case.
Recent case: Jeffrey is white and his co-worker Freddie is black. When they first began working together, they exchanged race-based jokes, poking fun at one another. Eventually, Freddie became uncomfortable with the banter and went to HR. He asked HR to put on a sensitivity training session for his workgroup in which a fictitious, anonymous individual had overheard teasing and complained about it. The company complied.
However, Jeffrey didn?t stop, and Freddie complained again. Jeffrey was called into a meeting with HR, which explained that Freddie was offended and the teasing had to stop.
Jeffrey then complained that he wanted Freddie?s teasing to stop, too. The company said it couldn?t do that because Freddie was ?protected? while Jeffrey was not. When Jeffrey protested and insisted that Freddie also shape up, the company fired Jeffrey.
Jeffrey sued, alleging he had been treated more severely (he was fired and told he wasn?t protected) while Freddie kept his job and wasn?t disciplined for his part.
The court said the case could go to trial based on different treatment based on Jeffrey?s race. (Walsh v. Stratos, No. H-11-2603, SD TX, 2012)

Ryan Anderson: Let?s bring things back to the issue of OA and the academy.? You have said that many OA activists are inhibited from fighting against the privatization of the intellectual commons because they have already ?bought into the premises of an academic career?.? Why do you mean by this?
Keith Hart: Intellectual life is intrinsically individualistic. We may like to think of ourselves as social creatures, but unfortunately they only hand out brains one at a time. Collaboration is particularly developed in the hard sciences and the academy has always depended on an informal cultural commons: teaching, seminars, conferences, free sharing of ideas, equal access to libraries and so on. Everyone wants personal recognition, but up to the 1950s, this aspect of academic life took a back seat to the university as a community of scholars, teachers and their students.
The Cold War and the drive to restore home food supplies after the Second World War boosted research on armaments and agriculture. The post-war boom saw lots of public money being directed to universities for research. Private companies also poured money into research on chemicals. Student enrolments took off in the 1960s, so that universities now became big business. We think of them as medieval institutions, but the late twentieth-century university was something unique, a mass production line for workers in bureaucracies and the main research arm of the state. The academics had always ruled their own institutions, but this expansion gave power to administrators. Research came to dominate other academic activities. The humanities and social sciences didn?t have much to offer, but they too jumped onto the research bandwagon.
I have discussed what happened next, at least for Britain, in ?How my generation let down our students?. The watershed of the 1970s culminated in the neoliberal counter-revolution that saw Reagan and Thatcher come to power. Competitive pseudo-markets based academic assessment on so-called ?objective? indicators, especially research publications. Bureaucracies became more interventionist along with the wholesale corporatization of university culture. What was left of academic community was destroyed by the growing gap between a few established professors who took leave often and a reserve army of precarious young teachers. The publishing oligopoly exhausted library budgets with their over-priced journals, while the academics competed for the status of getting published in them. Everyone agrees that the contents are worthless and are not read. Faced with the challenge of the internet, most academics did their utmost to maintain the system of feudal private property that has now overwhelmed the universities.
Yet we are living through a genuine revolution in the production and dissemination of knowledge; and the vast army of graduate students queuing up for admission is well aware of the freedom and opportunities afforded by a digital commons. The ?bourgeois skeptic? accepts in principle the system of private property and competitive markets, but maintains a critical attitude. He complains about one isolated aspect of the system and then rests content when a minor concession is made. The AAA is an endless source for such skepticism, not least when it comes to OA. Yet most of its critics are tied to the labor market it serves. At least the AAA knows that it is 100% for the private property system.
Academics have been on the losing end of a class war for almost half a century. We are extremely unself-conscious about how we got into this situation and have no idea how to get out of it. This makes us easy pickings. Wedded to bourgeois ideology and ignorant of Mauss?s actual teaching, we failed to recognize the social conditions that preserved our individuality and sold our commons for the illusion of personal advancement. The mass of young researchers who are now desperate to gain a toehold in the academy did not bring about this situation. We did ? those of us who got in while the going was good and then acquiesced in the destruction of what we had.
RA: So what?s stopping us from making changes, from going OA, and building a strong digital commons?
KH: Don?t underestimate the power of the academy to shape its inmates even when they are out of school. Most of us have been in school all our lives after all. But yes, one strategy must be to make the most of the social and technical possibilities afforded by the digital revolution. This requires some other means of economic support, of course. It doesn?t make sense these days to bank on an academic job for life. But I can say that every online initiative I have been in was compromised by attitudes and habits formed in the academy. The main clients for any forum concerned with anthropology are graduate students. These inevitably wish to conserve the status quo they hope to join, even as they like to think of themselves as critical.
Our experience with the Open Anthropology Cooperative has been that there are many complications when trying to build an open network. We were surprised by the flood of enrolments and found ourselves struggling to catch up without ever really solving tough problems of organization and navigation. We discovered that we had to moderate admissions in order to control spammers and trolls. Any member could open up a discussion group, but many that did so soon neglected it. The result was a proliferation of pages without a clearly recognizable shape. We allowed too many decisions to be debated openly and that sapped our spirits and energies. We opted for Ning as a platform which allowed newcomers to get started without any preparation. But it had a Facebook feel that put some people off; it was tackily commercial; and above all we conceded significant control of our data to them. People only turn to the OAC when they have dealt with their email, Facebook account and existing favorite sites.
In our drive to establish an egalitarian community, we didn?t pay enough attention to the leadership needed and fell back on a muted managerial style whose demands diverted us from developing the site?s potential. We mixed an academic network with social media and the resulting ambivalence inhibited our members? participation. The administrative team consisted mostly of graduate students whose other priorities drained their energies. As we know, anthropologists already have a problem with making their public presence felt; and this reticence surely affected the quality of life on the network. The fact that anything you write there is stored forever by Google must be yet another source of inhibition. Most newcomers are at first astonished by the vitality and diversity of the site, only to discover that it is hard to find your way around and much of what is there appears to be dead.
There is an upside to all this, of course. The OAC has attracted a large and genuinely global membership. At one stage we hosted discussion groups in some ten languages. We have stayed true to our founding mission to keep participation as open as possible.? Professionals, students and outsiders interact with remarkable freedom and without central direction. Apart from the many blogs, groups and forum discussions, we have accumulated a remarkable archive of spontaneous commentary, visual and literary artifacts, plus thousands of personal pages. We initially aimed at accumulating a repository of materials that would be valuable in research and teaching, but lack the manpower to see this through. The OAC Press publishes working papers, classical texts and book reviews online and we hold interdisciplinary seminars lasting two weeks that have been a marked success. These succeed perhaps because they replicate what is already familiar within the academy. In sum, there is still plenty of potential for development here, but we face complications that strain our part-time energies and don?t diminish over time.
Our discipline seems to have little to offer when it comes to thinking through these problems theoretically and practically. Anthropologists, it seems, suffer from an inability to catch up with a changing world at the same time as we meticulously document it. It was never anthropology?s priority to change the world and that leaves us rather helpless to solve issues that we ought to be expert in. The fastest-growing sector of world trade is in cultural commodities ? entertainment, education, media, information services ? increasingly online. The universities are doing at best a flawed job of providing people with the education they want when they want it and at an affordable price. Everywhere sclerotic corporate hierarchies are outsourcing to smaller flexible units or being replaced by them. This is particularly true of research today. There are massive opportunities out there to address the demand for lifetime self-learning and anthropology should be admirably suited to that. With imagination and less dependence on the universities, anthropology could enter a new golden age. Yet discussion of OA by anthropologists today focuses on a minor liberalization of research publications conceived of in the traditional way. We are too tied to existing academic expectations (scholarship more than education) and don?t ask not enough what the people want and how to give it to them.
RA: That?s a good point?a lot of the OA discussions just focus on freeing up traditional academic research publications.? That?s a pretty limiting way of looking at the possibilities we have right in front of us.? So what would happen if we dropped the attachment to all of those academic expectations?? What do people want, and how can anthropologists, in particular, find ways to ?give it to them??
KH: I don?t disparage academic work. I have devoted my life to it. But anthropology was born as part of a democratic project and the academy has become enmeshed in a particularly coercive kind of bureaucracy. I have a pseudo-Maoist slogan: Walk on two legs (it?s better than standing on one foot and falling over). By all means keep one foot in the academy, if you can, but don?t settle for the status quo and keep the other foot out there, in the market, moving forward while shifting your balance as circumstances permit.
?What the people want? is the mainspring of a genuine democracy; it is not something we give to them, but rather what we have to find out in order to be socially useful. I have said already that anthropology was an Enlightenment project to discover what all humanity has in common as the basis for a democratic revolution against the arbitrary inequality of agrarian civilization. Kant?s Anthropology from a Pragmatic Point of View (1798) was the culmination of that project and yet modern anthropologists never refer to it in their histories of the discipline. It is my inspiration. He elsewhere summarized ?philosophy in the cosmopolitan sense of the word? as four questions:
What can I know?
What should I do?
What may I hope for?
What is a human being?
The first question is answered in metaphysics, the second in morals, the third in religion and the fourth in anthropology.
But the first three questions ?relate to anthropology?, he said, and might be subsumed under it. Kant conceived of anthropology as an empirical discipline, but also as a means of moral and cultural improvement. It was thus both an investigation into human nature and, more especially, into how to modify it, as a way of providing his students with practical guidance and knowledge of the world.
He intended his lectures to be ?popular? and of value in later life. Above all, the Anthropology was to contribute to the progressive political task of uniting world citizens by identifying the source of their ?cosmopolitan bonds?. The book thus moves between vivid anecdotes and Kant?s most sublime vision as a bridge from the everyday to horizon thinking. Anthropology is the practical arm of moral philosophy. It does not explain the metaphysics of morals which are categorical and transcendent; but it is indispensable to any interaction involving human agents. It is thus ?pragmatic? in a number of senses: it is ?everything that pertains to the practical?, popular (as opposed to academic) and moral in that it is concerned with what people should do, with their motives for action.
The Anthropology was a best seller for its day. It sold 2,000 copies in two years. The rapid development of global communications today contains within its movement a far-reaching transformation of world society. ?Anthropology? in some form is one of the intellectual traditions best suited to make sense of it. The academic seclusion of the discipline, its passive acquiescence to bureaucracy, is the chief obstacle preventing us from grasping this historical opportunity. We cling to our revolutionary commitment to joining the people, but have forgotten what ethnography was for or what else is needed, if humanity is to succeed in building a universal society. The internet is a wonderful chance to open up the flow of knowledge and information. Rather than obsessing over how we can control access to what we write, which means cutting off the mass of humanity almost completely from our efforts, we need to figure out new interactive forms of engagement that span the globe and to make the results of our work available to everyone.
Ever since the internet went public and the World Wide Web was invented, I have made online self-publishing and interaction the core of my anthropological practice. It matters less that an academic guild should retain its monopoly of access to knowledge than that ?anthropology? should be taken up by a broad intellectual coalition for whom the realization of a new human universal ? a world society fit for humanity as a whole ? is a matter of urgent personal concern.

SALT LAKE CITY (Reuters) - An 11-year-old Utah boy who said he brought a gun to school to protect himself from a Newtown-style attack, then brandished the pistol at three classmates during recess, has been detained on assault and weapons charges, a school spokesman said on Tuesday.
The boy, a Utah sixth-grader, took the unloaded .22-caliber handgun to his school south of Salt Lake City in his backpack on Monday, a spokesman for the Granite School District said.
Some ammunition was also found in the backpack, but it did not appear to go with the gun, said the spokesman, Ben Horsley.
No one was injured in the incident, which occurred as jittery parents, teachers and students around the country faced their first day back at school since 20 children and six adult staffers at the Sandy Hook Elementary School in Newtown, Connecticut, were shot to death by a lone gunman last Friday.
The 11-year-old student at Utah's West Kearns Elementary, who was not publicly identified, has insisted he brought the gun to school to "protect himself and his friends from a Connecticut-style incident," Horsley said.
However, the boy is accused of waving the gun at three classmates on a soccer field during recess. Later on Monday, one of those students and a second classmate alerted their teacher, who "immediately took the student into custody and took him down to the principal's office," Horsley said.
After being briefly questioned, the boy admitted bringing the gun to school, and the weapon was recovered minutes later.
Some parents questioned the decision not to initiate a security "lockdown," but school administrators reasoned that it made no sense to risk alarming students when the threat was so quickly averted, Horsley said.
The boy was booked into a local juvenile detention center on Monday night on one count of possession of a deadly weapon on school property and three counts of aggravated assault. He was also suspended from school indefinitely.
Horsley described the boy's parents as shocked by the incident and cooperating with investigators, who found the gun belonged to a relative who has been living temporarily with the boy's family.
He said the community was "rightfully" shaken by the incident. "Because of the tragic occurrence in Connecticut, people's emotions with respect to children's safety is right at the surface, and we're just as concerned as the parents."
Because the incident unfolded less than an hour before classes were dismissed, parents could not be notified until well after the school day had ended, and only then by telephone, he said.

TORONTO ? And now, the best dunks this season from high-flying rookie Terrence Ross!
Ross is stunned. Did he hear that correctly? He's in the middle of pregame warm-ups on a Sunday afternoon at Air Canada Centre, and right there, on the big screen above him, the Toronto Raptors are showing highlights of his aerial audacity. Ross tries to play it cool, but teammates won't let him. He shakes his head and acts embarrassed by the attention, much like he did at Washington last season when the Alaska Airlines Arena crowd would go into awe-struck mode.
The video is over before Ross can get too bashful, however. It's just a 60-second glimpse of a rookie year that hasn't been all dunks and doting fans. Ross is having a typical first NBA season for a player who left as a sophomore and was drafted No. 8 overall based on potential rather than refined talent.
The 6-foot-6 shooting guard is averaging 6.1 points and 2.1 rebounds in 16.7 minutes per game. He has scored in double figures in only six of his 23 games, including a season-high 19 points against Houston last month. He projects to be a deft shooter at this level, but he's shooting just 38.4 percent overall and 26.5 percent on three-pointers.
But the numbers are neither startling nor foretelling of Ross' future. Few rookies dominate, or even contribute consistently, in the NBA anymore. The draft classes are so young and raw, and every coach has a different way of handling it. Toronto coach Dwane Casey, the former longtime Sonics assistant, prefers to give Ross regular small doses of playing time right now. Casey says Ross is progressing nicely.
"The key thing with him, he doesn't shortchange himself when he comes in," Casey says. "He's going to get his shots up and create some things offensively. The thing that's going to help him is recognizing when to drive it, when to pull up and take a shot, when to drive and kick, and that's going to come. But you can see his growth offensively. And you can see it defensively."
Casey raves about Ross' defense, actually. In that game last month against Houston, Ross didn't just score 19 points. He also guarded Rockets star James Harden for a stretch, and the team still is marveling about how effective Ross was.
"He was better defensively than I thought," Casey said. "Playing the passing lanes, anticipating, defending one on one, he has been a pleasant surprise. He's going to be in this league for a long time because he can shoot it. But there's more to his game."
You could see the potential by the time Ross left Washington. He had gone from a shoot-first freshman to an all-around player who averaged 16.4 points and 6.4 rebounds and often guarded the opposing team's best wing player. When Toronto took him with the No. 8 pick in June, it completed his remarkable rise from underrated college recruit to elite NBA prospect.
But Ross isn't having trouble handling the expectations of being a lottery pick. In fact, he seems more patient now than he was when he arrived at Washington and pleaded for more playing time.
"I really try not to think about it and try not to do what other people or what everybody else is expecting," Ross said. "It's hard to live up to everybody else's expectations because they're always going to want more. You've kind of got to go at your own pace and take your time until you get comfortable with everything.
"It's a lot different now because, in college, at that point, you're trying to play and get noticed by the NBA and get to this level. Now that you're here, people know what you can do, so you really have to just take your time and master your craft and make sure you can stay in this league for as long as you can."
Sunday, the Raptors played the Rockets again, and Ross' performance was a reflection of his season. He came off the bench and sparked the Raptors at the beginning. He had an incredible four-minute stretch. First, he stole a pass and dished to Linas Kleiza for a dunk. Then he blocked Carlos Delfino's shot, volleyball style, which drew an "Ahhh!" from the crowd. Later, Ross followed his own missed shot for a quick bucket and then hit a stepback three-pointer.
Overall, though, he was more of a mixed bag. He made 4 of 10 shots and scored nine points, but he missed two clutch free throws with 1:41 left in the game. Still, the Raptors won 103-96, capturing consecutive victories for the first time this season. At 6-19, Toronto has the fourth-worst record in the NBA.
"The losing, getting so close every night and not coming up with the victory, I think that's been the hardest thing," Ross said softly.
The Raptors aren't bad without promise, however. They have a solid core of young talent, and the combination of former USC guard DeMar DeRozan and Ross could develop into one of the most dangerous and athletic perimeter tandems in the NBA. Ross' sweet shooting would be a nice complement to DeRozan's slashing style.
"He's a sharp kid," Casey says of Ross. "The light is on."
Now, Ross must develop the efficiency and consistency required to be a factor every night at this level. It will happen, Ross promises. Soon.
If so, he had better get used to blushing at his own highlights.

Facebook introduced a new mobile app install procedure for developers using Facebook ads today. They can now craft ads that allow users to install apps directly inside of the Facebook app on iOS 6.
An ad featuring an install button used to send a user out to the App Store to finish installing the app. Now, the process is completed in a pop-up window that appears inside the Facebook app itself, as long as the device is running iOS 6.
This is a clever improvement and should be a nice bit of lubricant that makes people more willing to tap on an install button if they know they won?t ?lose their place? in the app.
Today, Techcrunch posted an article with a headline and text, which has since been altered, that construed this as some sort of special treatment given to Facebook by Apple. This is not correct, as this ability is one that was given to all developers on iOS 6 by Apple, not something done specifically for Facebook.
The feature, as Benjamin Mayo points out, relies on a new object called ?SKStoreProductViewController?, which allows an app to display the store to the viewer without interrupting their app session. It?s a nice feature that was facilitated by the fact that Apple changed new app install behavior to not drop users out to their springboard every time they installed an app. Now, apps are installed in the background and noted with a ?new? badge.
So, this is a nice new way for developers to encourage installs of their apps via Facebook ads, but it?s not some collusion between Apple and Facebook. Instead, it?s a standard feature available to all developers of apps on iOS 6.

Dec. 17, 2012 ? Imagine riding in an airplane as the plane is jolted back and forth by gusts of wind that you can't prove exist but are there nonetheless.
Similar turbulence exists in space, and a research team led by the University of Iowa reports to have directly measured it for the first time in the laboratory.
"Turbulence is not restricted to environments here on Earth, but also arises pervasively throughout the solar system and beyond, driving chaotic motions in the ionized gas, or plasma, that fills the universe," says Gregory Howes, assistant professor of physics and astronomy at the UI and lead author of the paper to be published Dec. 17 in the online edition of Physical Review Letters, the journal of the American Physical Society. "It is thought to play a key role in heating the atmosphere of the sun, the solar corona, to temperatures of a million degrees Celsius, nearly a thousand times hotter than the surface of the sun."
He adds: "Turbulence also regulates the formation of the stars throughout the galaxy, determines the radiation emitted from the super massive black hole at the center of our galaxy and mediates the effects that space weather has on the Earth."
One well-known source of gusty space winds are the violent emissions of charged particles from the sun, known as coronal mass ejections. These solar-powered winds can adversely affect satellite communications, air travel and the electric power grid. On the positive side, solar storms also can also lead to mesmerizing auroras at the north and south poles on Earth.
Howes notes that unlike gusts of wind on the surface of Earth, turbulent motions in space and astrophysical systems are governed by Alfven waves, which are traveling disturbances of the plasma and magnetic field. Nonlinear interactions between Alfven waves traveling up and down the magnetic field -- such as two magnetic waves colliding to create a third wave -- are a fundamental building block of plasma turbulence, and modern theories of astrophysical turbulence are based on this underlying concept, he says. "We have presented the first experimental measurement in a laboratory plasma of the nonlinear interaction between counter-propagating Alfven waves, the fundamental building block of astrophysical turbulence," Howes says.
Contributing authors on the paper are D.J. Drake, K.D. Nielson, Craig Kletzing, and Fred Skiff, all of the University of Iowa, and T.A. Carter of the University of California, Los Angeles. The research, conducted at the Large Plasma Device at UCLA, was funded by a grant from the NSF/DOE Partnership in Basic Plasma Science and Engineering.

ATHENS (Reuters) - Greece's economy, expected to slump for a sixth straight year in 2013, may begin to recover in 2014, the country's finance minister said on Saturday.
"I believe that after the second half of 2013 we will be able to see growth, with positive rates of change in GDP on a quarterly basis or month-by-month," Finance Minister Yannis Stournaras told Imerisia newspaper on Saturday.
Wage cuts and tax increases will keep the economy in a sixth consecutive year recession in 2013, with national output projected to shrink by 4.5 percent, based on official estimates.
The economy has contracted by a cumulative 24 percent since 2008, according to the country's central bank.
"Whatever positive we achieve henceforth will be like rain falling in the desert, given that the country will be waking up from a recession of unprecedented duration," Stournaras said.
In a separate speech to a medical conference, Stournaras said Greece would use 16 billion euros to recapitalize banks next week, and another 7.2 billion in the first quarter, after international lenders said they would resume aid payments on Thursday.
Euro zone partners and the International Monetary Fund agreed to unlock 49.1 billion euros in aid by the end of March. The decision to release the long-delayed installment came after Athens passed austerity measures and completed a debt buyback.
Greek banks will get the capital injection from the Hellenic Financial Stability Fund (HFSF), which has already provided 18.5 billion euros to the country's four biggest lenders.
"Banks will be able to boost their portfolios with new, strong bonds from the EFSF (European Financial Stability Facility), without accessing the (central bank's) ELA (emergency liquidity assistance) mechanism," Stournaras told the conference.
Athens is aiming at a primary budget surplus next year.
