Tablet computers, turtles and a new take on a furry old-timer are the hot toys retailers and manufacturers hope will spark a rebound from a dismal 2011 holiday season, according to a closely watched "Most Wanted" list released on Friday.
The industry is not just counting on best-selling toys to generate joy at the cash register. Major retailers are pushing more attractive layaway plans to lure shoppers into stores before they go elsewhere this holiday season.
Competition will be stiff over layaway: who's the earliest, with no fee or just a small fee.
"This year (there) is going to be more action early, and it's the battle of the layaway programs," said Jim Silver, editor in chief of TimetoPlay.com, which released its "Most Wanted List" of toys on Friday.
"Everybody is being super aggressive, announcing the hot items, saying 'come get it on layaway.'"
Walmart U.S., Wal-Mart's largest unit, brought layaway back a month early this year - giving shoppers who live paycheck-to-paycheck more time to pay for holiday gifts.
Toys R Us Inc offered layaway with no upfront fee, and soon after, Walmart cut its upfront fee to $5 from $15. The $5 fee will be returned in the form of a Walmart gift card if all payments are completed on time - as the $15 fee would have been.
Last year, Wal-Mart Stores Inc used the layaway strategy successfully to boost sales, taking customers away from the likes of Toys R Us.
Among this year's hot toys is LeapFrog Enterprises Inc's $99.99 LeapPad 2 Explorer tablet, an update on last year's massive holiday hit.
The tablet made Time to Play's Holiday 2012 Most Wanted List, which is a hot read for toy industry executives. It was also featured on The Toy Insider, a holiday gift guide from a publisher that serves the toy and licensing industries, as well as gift lists from Walmart, Toys R Us and Sears Holdings Corp's Kmart.
Time to Play's list includes returning old classics like Teenage Mutant Ninja Turtles figures; a princess wedding castle playset for Hasbro Inc's My Little Pony; Lego Friends; and an update of Hasbro's furry 1990s toy, Furby.
Newer characters like Just Play's Doc McStuffins could be a hit. The doll based on the Disney Junior show has landed on lists from Time to Play, Toys R Us and Toy Insider.
"The consumer looks for value," Time to Play's Silver said. "Parents look for things that a child will play with over and over."
Other items on the list include Thomas & Friends's Steam and Speed remote control by Mattel unit Fisher-Price, and Winx Club Everyday Concert Collections by Jakks Pacific Inc.
Hasbro is looking for a better holiday season this year than the one last year, when demand weakened after Thanksgiving.
Larger rival Mattel saw international sales at holiday time hurt by a stronger dollar.
At stores, shoppers will have options other than layaway.
Toys R Us has introduced a program this year that lets shoppers reserve any 50 toys on a list it will draw up by making a 20 percent down payment in person at its stores by October 31.
Dollar General Corp said Thursday it is offering a 10 percent discount on purchases of at least $75 from its toy selection, which includes items by Mattel, Hasbro and Walt Disney Co.

Homeland Security Secretary Janet Napolitano told Pelosi in a letter that she had ordered U.S. Immigration and Customs Enforcement to notify its field offices "that the interpretation of the phrase ?family relationships' includes long-term, same-sex partners."
Pelosi welcomed the federal recognition of gay and lesbian couples. At the same time, she called for more to be done to protect undocumented immigrants in long-term relationships with American citizens.
Napolitano's directive "will provide a measure of clarity and confidence to families dealing with separation in immigration cases," Pelosi said in a written statement. "Our nation is served when loving families are kept together."
But she added: "We need to ... relegate DOMA to the dustbin of history." The 1996 Defense of Marriage Act bars the federal government from extending federal benefits, such as Social Security, to married gay and lesbian couples.
DOMA restricts the Obama administration from outright ordering that gay and lesbian couples be treated the same as heterosexual couples.
Last year, Attorney General Eric Holder and President Barack Obama called DOMA unconstitutional and said they would no longer defend the measure in court. In response, the Republican-controlled U.S. House of Representatives stepped in to fund an effort to try to uphold the law.
The U.S. Supreme Court is expected to decide next month whether it will review a number of cases questioning the constitutionality of DOMA.
Meanwhile, married couples like Brian Willingham, 38, and Alfonso Garcia, 35, of Orinda, California, have been fighting for the right to be considered related in the eyes of immigration authorities. After a traffic stop, officials began deportation proceedings against Garcia, who came to the United States from Mexico when he was 14.
"We're definitely happy that the Obama administration took this good first step," Willingham told Reuters Friday. "But it's just a Band-Aid. It helps us because we are faced with deportation. But it leaves thousands of couples in exile."
Immigration officials last year said they would consider same-sex partnerships as family relations in deciding whether to deport undocumented immigrants.
But 83 members of Congress led by Pelosi and Jerrold Nadler of New York criticized the government for unevenly applying the directive, and they pressed for written guidelines.
"This is a huge step forward," said Rachel B. Tiven, executive director of Immigration Equality, a national gay-rights group. "Until now, LGBT families and their lawyers had nothing to rely on but an oral promise. The administration's written guidance will help families facing separation and the field officers who are reviewing their cases." (reuters)

As poverty rates rise, City Harvest is struggling to attract funding
for its growing kosher program.

Ion Shubernetskiy?s shirt is graying. His hair is thin; his blue sneakers are bargain-bin flimsy. But the 77-year-old Moldovan, a former factory worker, is comfortable cutting corners when it comes to his personal appearance.
?Hey, I buy what I can afford. I don?t go into Manhattan,? he jokes in Russian, through a translator. What he won?t sacrifice is his kashrut, or kosher diet. Keeping kosher under Communism was difficult and dangerous. He won?t stop now, although he lives on public assistance.
For both religious and financial reasons, then, Shubernetskiy shleps over an hour each way from Flushing to a kosher food pantry, also in Queens every week. It?s one of more than 30 kosher food pantries and soup kitchens in the city?s five boroughs supplied year round by?City Harvest, New York City?s nonprofit food rescue operation, with fresh produce and other provisions.
?We live on a very fixed income,? Shubernetskiy said. ?Thank God, everything is kosher [here], we feel free; we come; we pick up.?
He is not alone. A?UJA-Federation of New York?population survey released this summer found that a quarter of people in the city?s Jewish households are poor. Fifteen percent of poor people living in Jewish households are Russian-speaking seniors, according to the survey.
Yet not much word of City Harvest?s growing work in the kosher sector seems to have reached the Jewish world. Donors who also give to other Jewish causes fund less than 5 percent of City Harvest?s kosher program; the rest is funded out of the organization?s general operating budget.
Using a new storage facility, the organization will deliver 35 percent more kosher food during this year?s five-week High Holy Day season than it did last year.
With the new facility has come a new push to find more Jewish supporters for the kosher program. Jennifer Szapiro, a City Harvest fundraiser, is cold-calling Jewish family foundations, networking and appealing to existing City Harvest donors.
?Penetrating the Jewish philanthropic world [by cold-calling] goes very slowly,? Szapiro said. Her experience includes a job in Tel Aviv soliciting international donations for the Jaffa Institute, a child welfare agency. Compared to cracking the Jewish philanthropy world stateside on City Harvest?s behalf, that job was relatively easy, she says.
City Harvest has been ?rescuing? extra food from restaurants for 30 years. It started its kosher program in 1999 when it concluded there was a lack of communal awareness around Jewish poverty, said Leslie Gordon, City Harvest?s director of agency relations.
Today, City Harvest?s kosher program has a truck used exclusively for kosher pickups and deliveries and, in energetic, curly-haired Rebecca Glass, a Hebrew-speaking manager proficient in kashrut. Glass keeps track of which food programs accept which heksher, or kosher certification; works with donors and drivers to help them recognize kosher food donations and set them aside, and conducts ?canned food sorts? with an ecumenical staff of volunteers to identify kosher products for the program.
The?Queens Jewish Community Council?s?tiny, one-room food pantry receives about 25 percent of its stock from City Harvest, said Cynthia Zalisky, the council?s director. It also depends heavily on the nonprofit, nonsectarian Food Bank for New York City, and on the Metropolitan Council on Jewish Poverty, which is an agency of UJA-Federation.
City Harvest works with both the?Met Council?and the federation, Szapiro said: City Harvest provides food for the Met Council?s wider Passover distribution, for example, and meets with the federation to raise awareness of its kosher program. Because City Harvest is not an official federation agency, however, it is limited in how much support it can receive from the federation and has not qualified recently for any funding opportunities.
Nonetheless, kosher food programs often say City Harvest is their largest supplier of fruit and vegetables, Szapiro said. This time of year, it?s sweet potatoes, carrots and onions.
?The wonderful thing about City Harvest for me is that they provide produce,? said Zalisky, the gently smiling director of the Queens Jewish Community Council. ?It makes me happy as a Jewish mother to provide that. It doesn?t come with our standard allocation [from bigger suppliers.]?
City Harvest?s complicated identity as a nonsectarian agency offering a kosher program puts it in a tough spot at a tough time. The broader economy, which hasn?t recovered from the 2009 recession, has kept a lid on nonprofit fundraising.
In 2011, for the second year in a row, charitable giving barely grew, according to ?Giving USA,? considered the yearbook of American philanthropy. At UJA-Federation, donations to the 2011-2012 campaign were down slightly.
Yet the economy is also driving an increase in need for nonprofits? services.
?We get cases of people calling me and saying, ?Do you have food, because I have nothing in my refrigerator,?? Zalisky said. ?I never had that before. It?s eerie.?
Despite the spike in need, giving that supports basic services has fallen out of favor with both large and small donors.
?I say to donors, do whatever you want to in health care and education, but still give to the federation, because they take care of the safety net,? said Andres Spokoiny, chief executive officer of the Jewish Funders Network, a nonprofit service organization for philanthropists.
But this may be precisely where City Harvest?s difficulty lies in funding its kosher program.
?The issue of Jewish giving is one of the most difficult to define in the philanthropic world,? Spokoiny said.
Some American Jews see Jewish giving as by Jewish donors, to Jewish organizations for Jewish beneficiaries. Others see it as any giving that is informed by Jewish values.
Both schools of thought tend to identify the federation system, not a nonsectarian organization like City Harvest, with the Jewish social safety net. Then, too, Jewish givers motivated by universal values may well support City Harvest ? the organization actually raised more money in 2012 than in 2010 ? but not necessarily its kosher program.
Similar programs face similar challenges.
City Meals on Wheels feeds as many as a quarter of the city?s 16,000 homebound elderly. The large majority of its 4,000 clients are kosher-observant.
It ?absolutely? seeks out supporters who tend to give to Jewish causes. Some of its biggest backers are Jewish funders who want to support both kosher and non-kosher programs; some donate only to the kosher one, said Executive Director Beth Shapiro.
?It?s a constant navigation,? she said.
Nonetheless, City Harvest has made a start.
For the past three years, the Charles and Mildred Schnurmacher Foundation has directed its City Harvest donation ? $25,000 this year, at the higher range of its grants ? to the kosher program, said Ira Weinstein, the foundation?s president.
?It sort of tweaked my interest, the Jewish aspect,? Weinstein said. ?City Harvest is known to be nonsectarian ? If people knew about the kosher kitchen at City Harvest, they might give.?

(ABC)One man's airborne proposal took his girlfriend's breath away when he pretended that their small plane was in trouble and asked her to read an emergency checklist that contained instructions for a "ring engagement procedure."
The groom-to-be was filming the entire episode on hidden camera, and he posted the video, "In Descent Proposal," on YouTube.
The man, Ryan Thompson, was flying his girlfriend, Carlie Kennedy, on a breathtaking flight above the Chicago skyline.
The video, which includes the date 2.11.12, contains no dialogue, just music and captions at the bottom of the screen to describe the conversation.
At first, the two are smiling. They appear happy, and the sky forms a brilliant blue backdrop.
"I thought he was surprising me for Valentine's Day," said Kennedy. "It was a gorgeous day, as you can see in the video."

But after a short while, the plane appears to shake and Carlie's smile falters.
"All of a sudden I felt my stomach kind of go up in my throat and I realized we were heading straight for the water," Kennedy said. "And then he [Thompson] said, 'Honey, I need you to stay calm. The flight controls aren't working.'"
In the video, Kennedy appears clearly shaken, but she complies, reading the emergency checklist he hands her.
"Unresponsive flight controls ? ," she begins, eventually getting to the instructions "to initiate the ring engagement procedure."
"Pilot in command. Determine if he is a good mate. Note: he will always love and honor you," she continues, appearing not to fully comprehend the meaning of the words .
"I genuinely did believe that we were going to die," she said, recounting the moment. "I felt like our lives depended on me making it through that checklist."
While Carlie reads, Thompson reaches into his pocket for the ring.
When she reads the question "Will you marry me?" she stops for a moment, stunned, then covers her face and bursts out laughing, casting several glances at the ring he's holding in front of her.
"Will you marry me?" he asks.
She said yes.
"A lot of the women that I've told the story [to] said, 'I would have slapped him,'" Kennedy said.
"But, for us, it was a perfect match," said her now-fiance, Thompson.

This is a little anecdote that I just have to get off my chest.
As an options trader, I know that hedging downside risk comes at a premium. Often too expensive than it?s worth. And the reason makes sense: people are afraid of losing money on their investments, so they are willing to pay a premium to prevent that from happening (at least in theory).
So, last night I was in the process of buying a car. It?s been 10 years since I?ve owned a car (city living, baby!), and even longer since I purchased one. I found the whole sales process comical.
While showing me a variety of cars, the salesperson goes into great detail about the safety and reliability of each vehicle. And when we hone in a couple that have caught my eye and we go on test drives, he raves about how ?this car is built to last! You?ll go 100,000 miles before you need to do anything more than regular oil changes on this beauty.? He emits all the latest buzz words that evoke reliability, stability, sustainability? practically guaranteeing me that absolutely nothing will ever break on this vehicle. Ever. You get the point. It?s a sales pitch and I take it as such.
Fast forward? The salesman has made his sale. I?m hooked. Sign me up.
After filling out a mountain of paperwork, processing a down payment, and filling out a financing form, the salesman then shakes my hand, thanks me for my business, then escorts me down the hall to the ?finance department? to process my car loan application. I put the finance department in quotes cuz in this operation it was really just one nondescript office with an aging and shy middle-aged man (think Milton from Office Space).
He and I spend a couple minutes reviewing the numbers. Everything seems in order. I?ll have no problem qualifying for the advertised interest rate. Yada yada yada, all good. And then ?the shift? happens.
Remember that vehicle I was sold that was the most reliable and dependable piece of machinery ever? In this new office, it?s as if those words were never spoken. Mr. Finance Guy (we?ll call him Milton) dives into the Platinum Warranty sales pitch. After telling me it?ll cost $1700 I politely cut him off and say ?no thanks.? He seemed unfazed and then launches into a litany of every possible thing that will likely go wrong and cost me a fortune out-of-pocket if I don?t have this warranty. Each time I say no, he?s armed with another angle. He appeals to my savings account. ?Do you have enough savings in case of an emergency?? He questions my manhood. ?Are you an expert in car repair?? He challenges my driving skill. ?Do you have a lead foot? Are you heavy on the brakes?? And on and on and on. After hearing me say no 8 or 9 times, he appears to finally relent.
We get back to the busy work of filling out papers, submitting electronic requests, stuffing envelopes, etc. But before the final piece of paper is signed he goes in one more time and says: ?How about, if instead of $1700, I offer you the Platinum Warranty for $800. That seems like a no-brainer, right??
No sir, it doesn?t. And you just exposed your service as a complete ripoff.
The moral of the story: Insurance is often way more expensive than it needs to be. Remember that next time somebody sells you puts to hedge your long $AAPL position.

Online gaming technology provider Amaya Gaming has announced that it will take over the US technology company Cadillac Jack Inc. Amaya will pay a total sum of $167 million for the acquisition.Major online gaming technology developer Amaya Gaming will soon take over the American software and gambling technology provider Cadillac Jack Inc. The acquisition will cost Amaya Gaming a sum of $167 million.
Cadillac Jack is a US based gaming technology provider. The most notable games the company has developed are video slots and multi-level progressive jackpot video slots. The company also developed and released several online bingo games.
The venture generated a total of $78.5 million in revenues in 2011 from which $17.8 million constituted profits. During H1 2012 the American software company has generated a sum of $39.6 million in revenues and $3.9 million in net income.
The total price that Amaya Gaming will have to pay for the acquisition is $167 million which will have to be paid in three separate payments. The first payment will have to be made right after the deal has been closed and will have to be of $147 million.
Amaya will additionally have to pay $10 million on the first and second anniversary of the deal. Amaya Gaming CEO David Baazov commented the following:
"The acquisition of Cadillac Jack is a pivotal event for Amaya. We expect that the combined companies will leverage their distribution for game content in the key areas of online, mobile and land based casinos."
"The Acquisition creates immediate scale for Amaya's operations and greatly enhances growth opportunities for both companies."
Amaya Gaming revealed that the deal is expected to be completed by the end of the year. The venture expects that the merger of the two companies will considerably boost revenues as well as income and will allow the company to explore new segments of the online gaming market.
Amaya Gaming has recently also expressed its interest in taking over the Ongame poker network run by bwin.party digital entertainment. At this moment it's not sure if the venture is still interested in the deal considering the declining revenues of the Ongame poker network and Amaya's new deal with Cadillac Jack.

By Jonathan Amos Science correspondent The Hubble Space Telescope (HST) has produced one of its most extraordinary views of the Universe to date.
Called the eXtreme Deep Field, the picture captures a mass of galaxies stretching back almost to the time when the first stars began to shine.
But this was no simple point and snap - some of the objects in this image are too distant and too faint for that.
Rather, this view required Hubble to stare at a tiny patch of sky for more than 500 hours to detect all the light.
"It's a really spectacular image," said Dr Michele Trenti, a science team member from the University of Cambridge, UK.
"We stared at this patch of sky for about 22 days, and have obtained a very deep view of the distant Universe, and therefore we see how galaxies were looking in its infancy."
The XDF will become a tool for astronomy. The objects embedded in it can be followed up by other telescopes. It should keep scientists busy for years, enabling them to study the full history of galaxy formation and evolution.
The new vista is actually an updating of a previous HST product - the Hubble Ultra Deep Field.
That was built from data acquired in 2003 and 2004, and saw the telescope burrow into a small area of space in the Constellation Fornax (The Furnace). Again, it necessitated many repeat observations, and revealed thousands of galaxies, both near and far, making it the deepest image of the cosmos ever taken at that time.
But XDF goes further; it dials down into an even smaller fraction of the UDF.

It incorporates more than 2,000 separate exposures over 10 years using Hubble's two main cameras - the Advanced Camera for Surveys, installed by astronauts in 2002, and the Wide Field Camera 3, which was added to the observatory during its final servicing in 2009.
Beyond the visibleTo see what it does, Hubble has to reach beyond the visible into the infrared. It is only at longer wavelengths of light that some of the most distant objects become detectable.
"Modelling studies suggest that galaxies start small with fewer features and then as they grow in size they acquire the magnificent look that we can see in the closest galaxies observed in this XDF image," explained Dr Trenti.
Of the more than 5,000 galaxies in the XDF, one of them (UDFj-39546284) is a candidate for the most distant galaxy yet discovered. If this is confirmed, it means it is being seen just 460 million years after the Universe's birth in the Big Bang. Scientists time that event to be 13.7 billion years ago.
Until that corroboration, another of the image objects, UDFy-38135539, probably holds the record. We see this galaxy as it was 600 million years after the Big Bang.
But as remarkable as the XDF is, it is a prelude for an even deeper Hubble view that is likely to be released later this year. A team led from Caltech (US) and Edinburgh University (UK) has acquired more than 100 hours of additional observations, doubling the exposure time in the all-important near infrared wavebands made possible by WFC3.
The expectation is that it will contain galaxies even closer to the Big Bang.
To see the first starlight in the Universe will most likely require Hubble's successor. The James Webb Space Telescope, which is scheduled to launch in 2018, will carry a much larger mirror and even more sensitive instruments.

Having great negotiating skills can help you in all arenas of life and in your most important relationships, including business. But these are not skills we are generally taught at school or even?at work. So how can you be a great negotiator?
1.?Get clear on the?objectives
Usually we know what we want out of a situation. The key thing to remember about negotiating is to focus on the other?person?s interests ? rather than their position. Let?s take a look at how this works.
Assume you?re trying to negotiate with your partner to take an expensive holiday. They are initially opposed because they don?t want to spend the money. This is your partner?s position.
But you both agree you really need a break, to recharge your batteries, reconnect with each other and get a little rest and relaxation. These are your interests.
Instead of trying to convince your partner to spend a lot of money on a holiday ? that is, shift their position ? try focus on appealing to their interests. So the idea is to talk to them about the benefits it will bring to their health, wellbeing and your relationship when you?re trying to convince them that it?s a great idea to fly to Fiji for a week!
Indeed, business etiquette expert Danielle Di-Masi, principal Click! Training and Consulting, says when it comes to being a great negotiator, it?s essential to be clear about your own ? as well as the counterparty?s ? objectives in the exchange.
?People go into a negotiation situation saying ?I want X?, but they don?t think about the most important element ? which is how to get to where you want to be,? Di-Masi advises.
?2. Understand both sides
?It?s really important to think about the information you will need to get what you want. For instance, if you want a pay rise but the business is going through a round of budget cuts, negotiating for what you want is all about being clear about the value you bring to the business in a downturn situation. You need to be really prepared and understand both side?s objectives,? she advises.
Di-Masi says learning how to be a good negotiator is essentially about understanding how to be influential. ?In life we negotiate everything ? even with ourselves. For example, we might say ?I won?t have an entr?e so I can have a dessert?. And it?s also important to remember that most successful negotiations involve a win-win for both sides.?
3. See the bigger picture
Another critical factor in a successful negotiation is being able to see the bigger picture. For instance, you might be pitching for a $5,000 contract. If you know the business has some short-term cash flow issues and you?re prepared to drop your fee slightly, you may be able to maintain a long-term relationship with this client and increase your fee when their cash situation improves, all because you have been prepared to see the bigger picture.
4. Be calm and prepared
Finally, says Di-Masi, managing nerves and anxiety is another factor that will help to ensure a smooth negotiation.
?This is all about great preparation. If you are well prepared and clear about your objectives, then you can go into a negotiation with the attitude that it?s just another meeting. Never forget to calibrate the situation, focus on rational thoughts and keep the bigger picture in mind. And if you?re asked questions you don?t have the answer to, don?t feel you have to respond immediately. It?s perfectly acceptable to come back with responses or a counter offer a little later down the track,? she advises.

There are many very dark aspects to the human condition. Many people suffer every day, and many of them will spend the entire rest of their lives suffering. People who deserve power will never hold it, and many of the power-hungry have much more power than they deserve.
My sadness about these things will do nothing to improve them, so why should I be sad? I'm not deluded, but I'm usually a rather happy person. The human condition is complicated and twisted, and has many good sides as well as bad sides. You're daft if you think you're doing something for humanity or yourself by focusing on the bad sides. You really can just accept them without dwelling on them.
And stop this "realist" elitism. You talk like you're better than the hordes of "deluded" people. Like you've achieved enlightenment and are now miles ahead of the rest of humanity in terms of intelligence. I used to think like that and it was not good for anyone. Trust me, we all see the problems in the world just like you do.

Dozens of exotic animals were left abandoned in Portsmouth including 20 turtles.
Now the Portsmouth Humane Society is trying to find homes for them.
The turtles were found in old bathtubs outside of a Portsmouth home on Thursday.
Investigators were looking for a missing dog when they found the reptiles.
Now they are being cared for and will hopefully find a home soon.

Investigators also found a canebrake rattlesnake, an eel, a shovelnose catfish and one small parrot.
Three dead snakes were also in that abandoned house.

The downsides to Vizify are in the details. For example, text boxes don't always support HTML, even if you just want a simple link; Vizify wants all your links on the Links page only. It would be nice if your homemade links on the Links page could bea differentiated by a unique icon or a thumbnail image you provide.
You can change your Vizify URL any time ? the format is always www.vizify.com/yourname. Sadly, Vizify doesn't support using a domain name, one of the best features of Flavors.me. While you can always go to a third party and point it at your Vizify page, it's not a clean as having the domain be part of the service, like it is with Flavors.me.
If you need ultra-simple setup and a clean, responsive interface for a personal Web page, Vizify is a great pick. It lacks the extras that put Flavors.me and About.me in the upper echelon, but keep an eye on this service. Eventually Vizify might top them all.?

NEW YORK (Reuters) - Oil prices fell on Tuesday, extending the previous session's slide, as investors shifted focus from the likely economic benefit of central bank stimulus to concerns about sputtering global economic growth that prompted the U.S. Federal Reserve to launch its bond-buying program.
Also pressuring oil, a senior Gulf source said Saudi Arabia is working to lower oil prices and is producing around 10 million barrels per day and that a majority of OPEC members want oil prices around $100 per barrel and would be increasing production over the next few months.
"Unless there is a major supply disruption in the Middle East, there is nothing to push it higher," said analyst Andrey Kryuchenkov at VTB Capital. "Saudi will seek to drive it closer to $100 and everyone knows it."
Brent prices rose seven straight sessions before settling 2.4 percent lower on Monday, benefiting first from growing expectations that the Fed would act to bolster the economy, and subsequently from the actual launch of the stimulus program on Thursday after a two-day policy meeting.
Brent November crude fell $1.05 to $112.74 a barrel by 12:51 p.m. EDT (1651 GMT), having dropped as low as $112.52.
U.S. October crude was down 52 cents at $96.10 a barrel, having swung from $95.39 to $97.23, straddling the 200-day moving average of $96.57. The October contract expires on Thursday.
U.S. November crude was down 55 cents at $96.40.
U.S. total crude trading volumes remained lackluster on Tuesday, 38 percent under the 30-day average. Brent turnover outpaced U.S. crude, but still lagged Brent's 30-day average by 6 percent.
U.S. RBOB gasoline and heating oil futures pulled back on Tuesday, after they matched crude futures' 2.4 percent drop on Monday.
Gasoline's slip on Tuesday pulled it below $2.93 a gallon and under the 200-day moving average of $2.9454.
MONDAY SELL OFF
Monday's steep, rapid intraday sell-off left Brent down more than $5 at the day's low and U.S. crude off more than $4.
The sell-off came after Brent and U.S. crude did not extend the previous week's surge on the Fed stimulus that sent prices to four-month highs.
Traders explained the plunge variously as stemming from computer-based trading, sell stops triggered in a session characterized by light trading volume on the Rosh Hashana holiday and from heightened expectations that the United States and its allied consumer nations would release oil reserves.
The U.S. Commodity Futures Trading Commission said it was looking into the drop in prices and checking with exchange operators CME Group
The White House on Tuesday again said that the United States was monitoring the situation and that all options remain on the table, including a release of strategic oil reserves.
This week's reports on U.S. commercial oil inventories are expected to show crude stocks rose slightly due to restart of production and refineries that were shut by Hurricane Isaac.
ECONOMIC CONCERNS
A stronger dollar <.dxy> on Tuesday also weighed on oil prices, as the euro fell against the U.S. currency as uncertainty about whether or not debt-stressed Spain will request a bailout.
A strengthened U.S. currency can put pressure on dollar-denominated commodities such as oil.
In addition to weak U.S. growth and Europe's debt crisis, No. 2 oil consumer China has sparked concern as the country tries to keep economic growth on track and deal with disputes with neighbors.
China posted a monthly capital outflow in August for the third time this year, likely prompted by investors pulling funds from the country in the face of slowing growth and rapidly deteriorating corporate profits.
Anti-Japan protests continued across China on Tuesday, escalating a maritime dispute which has forced major Japanese brand-name firms to suspend business there.
The center of the dispute between the two countries is over an uninhabited group of islands in the East China Sea.

LOS ANGELES (AP) ? Confidence among U.S. homebuilders rose this month to its highest level in six years and many expect the housing recovery will strengthen in the next six months.
The National Association of Home Builders/Wells Fargo builder sentiment index released Tuesday increased to 40 in September. That's up from 37 in August and the highest reading since June 2006, just before the housing bubble burst.
Any reading below 50 indicates negative sentiment about the housing market. The index hasn't reached that level since April 2006, the peak of the housing boom.
Still, a measure of builders' outlook for sales in the next six months rose to 51. That's up from 43 in August and also the highest level since June 2006.
Builders also reported seeing the best sales level since July 2006. And turnout by prospective buyers returned to levels not seen since May 2006.
The positive trends have helped bolster optimism that the U.S. housing recovery will endure.
"We think things have turned around and this recovery is sustainable," said Patrick Newport, an economist with IHS Global Insight. The rise in builder confidence means that new-home construction is likely to increase over the next six months, Newport said.
The survey, which is based on responses from 445 builders, has been trending higher since October. After a dismal 2011, homebuilders have seen their fortunes begin to turn around this year as the housing recovery has steadily gained momentum.
Sales of both new and previously occupied homes are running ahead of last year. Home prices are increasing more consistently, in part because the supply of homes has shrunk and foreclosures have eased. And mortgage rates remain near record lows, beckoning potential buyers with good credit.
Still, the housing market remains depressed. While the turnaround will continue next year, a complete recovery in home construction isn't expected before 2016, Newport said.
The housing market isn't expected to recover fully until job growth improves and the unemployment rate, now at 8.1 percent, declines further.
Still, sales remain on the upswing at Taylor Morrison, which builds homes in five U.S. states and caters to entry-level and move-up buyers, as well as seniors.
The Scottsdale, Ariz.-based company's sales are up 40 percent from last year, said Graham Hughes, the builder's vice president of sales and marketing.
Hughes says the lower inventory of previously occupied homes for sale has helped drive stronger demand for new homes. Demand has been especially strong in markets like Phoenix, where the builder's sales are up 80 percent. That's made it possible for Taylor Morrison to hike prices there by an average of 15 percent.
Taylor Morrison expects to close out 2012 with 15 percent more employees than last year. It also anticipates boosting payrolls by another 10 percent next year.
"I'm definitely optimistic now," Hughes said. "We've turned the corner and we're at the bottom and starting to look up."
Though new homes represent less than 20 percent of the housing sales market, they have an outsize impact on the economy. Each home built creates an average of three jobs for a year and generates about $90,000 in tax revenue, according to the NAHB's data.

NEW YORK (AP) ? A group campaigning against obesity predicts that by 2030 more than half the people in 39 states will be obese ? not merely overweight, but obese.
Mississippi is expected to retain its crown as the fattest state in the nation for at least two more decades. The report predicts 67 percent of that state's adults will be obese by 2030; that would be an astounding increase from Mississippi's current 35 percent obesity rate.
The new projections were released Tuesday by Trust for America's Health and the Robert Wood Johnson Foundation. The two organizations regularly report on obesity to raise awareness, and they rely on government figures.
But in this case, their dismal forecast goes beyond the 42 percent national obesity level that federal health officials project by 2030.
About two-thirds of Americans are overweight now. That includes those who are obese, a group that accounts for about 36 percent. Obesity rates have been holding steady in recent years.
Trust for America's Health officials said their projections are based in part on state-by-state surveys by the Centers for Disease Control and Prevention from 1999 through 2010. Those numbers come from what residents say are their height and weight when asked by interviewers over the phone. People aren't always so accurate about that.
The researchers then looked at other national data in which residents were actually weighed and measured and they made adjustments for how much people in each state might fudge the truth about their weight. They also tried to apply recent trends in obesity rates, along with other factors, to make the predictions.
Officials with Trust for America's Health said they believe their projections are reasonable.
But their outlook suggests that even in the thinnest state ? Colorado, where about one-fifth of residents are obese ? 45 percent are predicted to be obese by 2030. That means that every state would have an obesity rate higher than 44 percent.
Perhaps more surprising ? Delaware is expected to have obesity levels nearly as high as Mississippi. Delaware currently is in the middle of the pack when it comes to self-reported obesity rates.
The report didn't detail why some states' rates were expected to jump more than others. It also didn't calculate an average adult obesity rate for the entire nation in 2030, as the CDC did a few months ago when it predicted 42 percent overall. But a researcher who worked on the Trust for America's Health study acknowledged that report's numbers point toward a figure close to 50 percent.
CDC officials declined to comment on the new report.
Whichever estimates you trust most, it's clear that the nation's weight problem is going to continue, escalating the number of cases of diabetes, heart disease and stroke, said Jeff Levi, executive director of Trust for America's Health.
By 2030, medical costs from treating obesity-related diseases are likely to increase by $48 billion, to $66 billion per year, his report said.
The focus of so much of the ongoing debate about health care is over controlling costs, Levi said. "... We can only achieve it by addressing obesity. Otherwise, we're just tinkering around the margins."
